สมาคมผู้ปกครองคนพิการทางสติปัญญาแห่งประเทศไทย ก่อตั้งขึ้นเมื่อปี 1975 โดยนายแพทย์ประสิทธิ์ ปิ่นกุลบุตร แพทย์โรงพยาบาลปัญญาอ่อน โดยสมาคมสนับสนุนความรู้ ความเข้าใจ สำหรับเด็กพิการและครอบครัว เสริมสร้างเครือข่ายผู้ปกครองให้เกิดความเชื่อมโยงระหว่างส่วนกลางกับพื้นที่อย่างต่อเนื่องและยั่งยืน ตลอดจนสามารถขับเคลื่อนด้วยการจัดการความรู้ การส่งเสริมและพัฒนาศักยภาพ บุคคลากร และสร้างบุคคลากรเฉพาะทางด้านความพิการทางสติปัญญาอย่างมีประสิทธิภาพ

สมาคมดำเนินงานโดยมีวัตถุประสงค์ คือ

1. ให้ความช่วยเหลือคนพิการทางสติปัญญาด้วยการส่งเสริมและพัฒนาการทางสติปัญญา
2. ให้ความช่วยเหลือผู้ปกครองคนพิการทางสติปัญญาด้วยการส่งเสริมการฝึกอาชีพ และการประกอบอาชีพอิสระ
3. ส่งเสริมให้เด็กพิการทางสติปัญญามีโอกาสได้รับศึกษาเช่นเดียวกับเด็กปกติทั่วไป
4. ให้ความรู้ด้านการแพทย์แก่ผู้ปกครองคนพิการทางสติปัญญา ในการฟื้นฟูและพัฒนาการคนพิการอย่างถูกวิธี
5. ส่งเสริมให้สังคมเข้าใจ ยอมรับ และให้โอกาสคนพิการทางสติปัญญาอย่างเท่าเทียมกัน
6. ส่งเสริมให้ผู้ดูแลคนพิการทางสติปัญญาที่อยู่ในชุมชนรวมกลุ่มกันตั้งองค์กรคนพิการ เพื่อให้ความช่วยเหลือซึ่งกันและกัน
7. ส่งเสริมและให้ความช่วยเหลือชมรมเครือข่ายในการร่วมมือกัน ส่งเสริมและพัฒนาคุณภาพชีวิตครอบครัวคนพิการทางสติปัญญา



The Thai Association of Parents of Children with Intellectual Disabilities was founded in 1975 by Dr. Prasit Pinkulbutr, a doctor from Panyanon Hospital. The association supports knowledge and understanding for disabled children and their families. It fosters a network of parents, providing a continuous and sustainable link between the central and local areas, and can be driven by knowledge management, promotion and development of potential personnel, and effective creation of specialized personnel in the field of intellectual disabilities.

The association operates with the objectives of:

1. Assisting intellectually disabled people by promoting and developing intellectual abilities.
2. Supporting parents of intellectually disabled people by promoting vocational training and freelance professions.
3. Promoting opportunities for intellectually disabled children to receive education on par with typical children.
4. Providing medical knowledge to parents of intellectually disabled people in proper rehabilitation and development methods.
5. Promoting understanding, acceptance, and equal opportunity for intellectually disabled people in society.
6. Encouraging caregivers of intellectually disabled people in the community to form groups and establish organizations for mutual assistance.
7. Promoting and assisting network clubs in cooperation to enhance and improve the quality of life for families of intellectually disabled individuals.

ช่วยเหลือผู้ประสบความทุกข์ยากเดือดร้อน และมอบทุนการศึกษาแก่เด็กและเยาวชนที่ด้อยโอกาสทางด้านการศึกษาทั่วประเทศ และร่วมมือกับผู้ปกครองเพื่อสนับสนุนสมาชิกคนพิการทางสติปัญญาด้วยการส่งเสริมการฝึกอาชีพและการประกอบอาชีพอิสระทั่วประเทศไทย



Assist those who are suffering and in distress, and provide scholarships to underprivileged children and youth across the country. Moreover, cooperate with parents to support intellectually disabled members by promoting vocational training and self-employment across Thailand.
