มูลนิธิฟื้นฟูทรัพยากร ทะเลสยาม ก่อตั้งขึ้นเมื่อปี 1997 เป็นองค์กรไม่แสวงหาผลกำไร ที่ดำเนินโครงการจัดการทรัพยากรประมงโดยชุมชนอ่าวบางสะพาน เป็นต้นแบบโครงการปิดอ่าวฤดูวางไข่มากว่า 30 ปี มีโครงการฟื้นฟูแนวปะการังมากกว่า 12 ปี จนกระทั่งมีสัตว์ทะเลหายาก เช่น เต่ากระ (Hawksbill sea turtle) ขึ้นมาวางไข่บริเวณชายหาดทางตอนใต้ของเกาะทะลุมาอย่างต่อเนื่องกว่า 3 ปี และยังมีปริมาณไข่เต่าเพิ่มขึ้นอย่างต่อเนื่อง ทางเกาะทะลุจึงได้จัดตั้งโครงการอนุรักษ์พันธุ์เต่าทะเลหายากเพื่อคืนสู่ธรรมชาติขึ้นในปี 2011 โดยความช่วยเหลือจากศูนย์อนุรักษ์พันธ์เต่าทะเล หน่วยสงครามพิเศษทางเรือ กองเรือยุทธการให้คำแนะนำ ทั้งในกระบวนการเพาะฟักและวิธีการเลี้ยงดูแก่เจ้าหน้าที่ของเกาะทะลุจนเกิดความรู้ความเข้าใจ จนเกิดผลสำเร็จเป็นที่น่าพอใจ

ปรีดา เจริญพักตร์ ประธานกรรมการมูลนิธิฟื้นฟูทรัพยากร ทะเลสยาม เล็งเห็นถึงประโยชน์ที่จะสานต่อและผลักดันโครงการดังกล่าวเพื่อให้เป็นไปตามแนวพระราชดำริในการใช้ทรัพยากรอย่างยั่งยืน จึงมีความคิดที่จะจัดตั้งเป็นมูลนิธิฟื้นฟูทรัพยากร ทะเลสยามขึ้นเพื่อกำหนดเป้าหมาย แนวคิดในการดำเนินงานบุคคลากรและงบประมาณให้เป็นไปอย่างถูกต้องและชัดเจน ทั้งนี้สิ่งสำคัญคือการสร้างความร่วมมือกับประชาชนคนในพื้นที่รวมทั้งหน่วยงานต่างๆ ทั้งภาครัฐและเอกชน ให้เกิดความเข้าใจในจุดมุ่งหมายของการอนุรักษ์ทรัพยากรทางทะเล สร้างความยั่งยืนในการพัฒนาพื้นที่เกาะทะลุและอ่าวบางสะพาน ให้เป็นแหล่งศึกษา เรียนรู้ ฟื้นฟู ดูแล เพื่อสร้างจิตสํานึกให้กับชุมชนในการอยู่ร่วมและแบ่งปันกัน ซึ่งผลที่ได้ก็จะตกอยู่กับชาวบ้านและชุมชนในพื้นที่ อันมีทรัพยากรทางทะเลที่อุดมสมบูรณ์ให้สามารถพึ่งพาตนเอง เป็นตัวอย่างและขยายไปทั่วทั้งทะเลไทยสืบต่อไป



Siam Marine Rehabilitation Foundation was established in 1997 as a non-profit organization that conducts fishery resource management projects with the Bang Saphan Bay community serving as a model. The foundation has implemented a program to close the bay during spawning seasons for over 30 years and coral reef restoration projects for over 12 years. As a result, rare marine animals like the Hawksbill sea turtle have started to nest continuously on the southern beaches of Koh Talu for over 3 years, and the number of turtle eggs has also been steadily increasing. Thus, a program to conserve rare sea turtle species was established on Koh Talu in 2011, with assistance from the Sea Turtle Conservation Center and the naval special warfare unit, which provided advice on hatching processes and caretaking to local officials. This led to an understanding and successful outcomes that were satisfactory.

Prida Charoenpak, the chairman of Siam Marine Rehabilitation Foundation, saw the benefits of continuing and pushing these projects in line with the royal initiative for sustainable resource usage. Hence, there was a desire to establish Siam Marine Rehabilitation Foundation to set clear goals, work procedures, personnel, and budgets. Importantly, there is an emphasis on creating cooperation with local people and various agencies, both government and private, to understand the aim of marine resource conservation and promote sustainable development in the areas of Koh Talu and Bang Saphan Bay. These areas serve as sources of study, learning, restoration, and care, instilling in the community a sense of shared responsibility and cohabitation. The benefits ultimately fall to the local villagers and communities, who have abundant marine resources to depend on, setting an example for the entire Thai sea in the future.

ดำเนินโครงการอนุรักษ์เต่าทะเลและปะการัง สร้างมาตรฐานการปลูกฟื้นฟูปะการัง และร่วมผลักดันการปรับแก้กฎหมายให้สอดคล้องกับยุคสมัยในปัจจุบันและบังคับใช้ได้จริง เพื่อให้ภาคประชาชนได้มีส่วนร่วมในการบริหารจัดการทรัพยากร ลดภาระของภาครัฐ สร้างความยั่งยืนในการอนุรักษ์ ปะการังและท้องทะเล อย่างแท้จริงต่อไป



The project is committed to conserving sea turtles and coral reefs, establishing standards for coral reef restoration, and pushing for legislative amendments that align with modern times and can be genuinely enforced. This is done to enable public participation in resource management, reduce the burden on the state sector, and create sustainable conservation of coral reefs and the sea in the long term.
